I'm not sure I'd call that procedurally animated. It looks like "all" it does is map the picture onto a fish that's already there. Or I'm an idiot, and that's not an actual aquarium.

That fish drawing aquarium looks like it's either a copy of, or maybe a white label version of Sketch Aquarium by @teamLab - they do implementations of it for events all over the world.
