It's difficult to attribute responsibility for atrocities committed in the Yugoslav wars to any particular leader, because most cases were criminal actions carried out by fascist paramilitaries on their own initiative. The ethnic cleansing and mass murder was done primarily for the purpose of mass banditry, without any orders coming from higher up. This isn't to say that Milosevic or Karadžić didn't deserve to be prosecuted for war crimes, it's just that the situation was way more complex than how it's portrayed as the Serbs being a neonazi genocide state following marching orders from Belgrade. Milosevic began his turn to national chauvinism because of a wave of murder and banditry in Kosovo waged by returning Albanian fascists, which Milosevic cynically implied were the responsibility of all Kosovars. It was like that all over Yugoslavia. The most toxic elements of Chetnik & Ustase diasporates that feared Tito all started trickling back in to do as much damage as possible, and then try to claim their revenge for being defeated by the communists in the first place. Because of the complex conditions of the ceasefire, all the worst criminals of the Yugoslav wars got to make off like bandits. Literally. "making the trains run on time" is a meme but the nazis actually were into germany being a big power and they were the best organized when you compare them to the eastern european and balkan imitators for whom settling ethnic scores was their main thing

If anything, of course, NATO nations should be tried for war crimes and genocide. Yugoslavia existed in relative ethnic harmony until the west forced its dissolution through economic (neoliberal reforms) and military means (arming and supporting reactionary nationalist/separatist movements (or just straight up thugs)). When the West starts supporting Ustashe nazi freaks you can be certain that diplomacy and peace is not the goal. You're practically begging for Serbs to commit an atrocity so you can tear their government into pieces with the consent of the International Rules Based Order. Srebrenica was an atrocity and a war crime. But it was a victory for the west. It was a little inconvenient the paramilitary Serbs trucked out the women, elderly, and children but murdering their men is enough to call the Serbs THE GENOCIDERS, and THE ETHNIC CLEANSERS. One thing that came out after Parenti's book was the genetic evidence of the graves, so he never addressed that. Clifford would be very feedable. I’d imagine a 20’ container of fish meal in supersacks a second 20’ of corn meal or soy bean meal or rice, and then a 20’ reefer of meat processing byproducts frozen in 20 or 40 kg blocks in fiber boards boxes floor stacked. I mean three containers would get you 90 ish metric tons of pretty good feed. a biologist would have to speak to the beasts daily needs but the logistics is very doable.
