Technically (God I hate saying this) there's no laws against killing someone you're close to. This applies even if you kill someone for whatever reason and then eat them -- Lindesfarne was super willing to kill Tammy, the moth Fenton cheated on her with, before they got to talking and became friends. However, in society, it's generally frowned upon to eat your friends, because well, otherwise no one would have any friends, since everyone would be super suspicious of each other.

Murdercompanies like Herd Thinners have bylaws that forbid employees to (knowingly) kill someone they know, because otherwise no one would want to be friends with a Herd Thinners employee, and no one would want to work for Herd Thinners (because they'd have zero friends). Some people, like R.L., regularly ignore those bylaws and eat people they know (co-workers, even); this is a metaphor for corporate greed and corruption I guess? Question mark?

An adjunct at a community college receives zero (0) pedological and classroom training, though she's probably had to do the basic Title IX training. But that generally deals with the power differential between profs and students, not what to do about students making heart eyes at you. That requires a level of emotional intelligence, which obviously is not Toby's strong suit.
