They have now made it all but impossible to leverage that pressure again. Interesting to note that their justification for the VAR F1 rules team back at head office seems to be that the rules weren't applied equally/fairly. Think back to mid pack drivers getting hammered for things other drivers got away with.

It makes a very strong point that the classification is final and there is no chance of it changing now due to Mercedes withdrawing their complaint last year. Again they don't outright say it, but as mentioned the 'clarification' to the safety car rule implies that it was applied incorrectly to what the FIA understanding of the rule was.

I think it's their name for a backup set of stewards, but it doesn't make much sense since all their decisions are made based on video replays anyway.
