IIRC, experts don't recommend petting a parrot and birds in general anywhere other than the head because it would be similar to courtship behavior and essentially confuse the bird and give it sexual frustration. Good touch, bad touch and all that.

In the garden of eden Adam spent all day scritching everything because he didn't have internet or tv or other humans to spend time with. All the animals tell their children about that time, 6000 years ago, when humans were cool before they hosed everything up. Or maybe animals are used to rubbing their bodies on rocks and things when they get an itch, so when a human does that but without any effort on the animal's part they recognise it is a good thing. Either or.
