The neat lamination safety glass that sticks together after shattering is very directional in withstanding forces because of the constraining forces between the laminate. There's certain code applications you use laminated safety glass, which combined with building forces coming from directions it generally hates, requires either making it brick shithouse thickness in frames that help load it accordingly or only being used in superficial applications. Tempered/heat treated safety glasses will shatter but the shards are expected to be small and not very sharp comparatively. You still don't want to be underneath or around a panel shattering just because of the forces involved to do so and the size of it making phrases like 'comparatively' not fill you with confidence.

I can confirm you don't want to be around safety glass shattering, cause my buddy still has some rear windshield embedded in his face.
