NASA chose spacex in this case because they blew the other bids out of the water. NASA’s big problem here is that all the “traditional” defense/space companies merged or realized it’d be better for the remaining ones to create joint ventures like United space alliance (space shuttle) or United launch alliance (atlas, delta iv)
