uh no the word moe is not specifically about puberty. The word literally means budding (like a flower) but that's not the way it's used with the anime stuff

nowadays people will say stuff like gap moe about male characters and such

That said, I'm pretty sure the term did actually originate among creepy old dudes who liked way-too-young girl characters though. like the type of old dudes who were big into lucky star

This is probably the closest definition posted so far. Moe has probably countless subcategories at this.
