Most of the time you're looking at at least 10 bucks. I'm in a relatively expensive city though. Either way 60 is wayyy too much

A perm is not a haircut. It’s a procedure that takes a while. In the USA, a perm is going to cost significantly more than a trim. $60 for a perm is not actually a terrible deal depending on where you are.

Last I knew (I found "a guy" and only go to him now, I pay a lot more it's like 150rmb a cut but drat you gotta treat yourself) the going rate in Zhengzhou was 14rmb a cut. Never saw 15, never saw 12, just 14 across the board. And you always get exactly what you pay for.
