This is a pretty decent public talk if you understand some Russian. Government owned wholesalers decided what price they bought the manufactured goods at. What price the regular people bought that pencil at from the government wholesalers would change based on different things including supply and demand. Some English speaking economists refer to it as an excise tax. It also took a while for some of those prices to be determined so manufacturers had several ways that they could game the system if they wanted to. Also at some point in time the GOSPLAN just stopped evaluating and adjusting prices for like ten years. Then just saying "It was an economy designed to win the war" kind of ignores how the economic system started forming in the 20s and there were major economic reforms being attempted since the 50s starting with Khrushchev. I dunno maybe this guy is just a trot and thinks Stalin must have hosed it up somehow. Like I am all for his suggestion of being honest and correcting mistakes of the past. But uh he needs to start being honest with his analysis first.
