Honestly, given how much the theme of Stormblood as an expansion is "the Garlean imperial hierarchy is terrible experiments and carefully engineered war crimes all the way up the chain," I would have respected if they'd just had Zenos be a gigantic meat miracle under the armor. It would have been plausible!
