It does not intend to replace those funds, and the council has now promised more grants than its coffers can sustain.

The Ostalgie comment was a shitpost, but I don't find population density to be a persuasive reason for delays at all, as other countries have obviously overcome that challenge. In Japan the average train delay is about one minute. It's of course correct to say they're operating beyond capacity, in part because Germany doesn't fund rail investment nearly as well as some of its neighbors:
