there was an official withdrawal in 2011 i think, but im not sure if there were still some bases america kept. then there was the re-invasion to fight ISIS, and the official withdrawal from that started under trump then finished under biden last year, but there are still american troops in american bases in iraq with the official mission of training iraqi soldiers to fight ISIS

I'm not an attorney, but as near as I can figure, any president could end the housing crisis with the stroke of a pen by using eminent domain to forcibly acquire empty properties/AirBnBs, then use the DPA to force developers to redevelop them into denser housing and ignore zoning poo poo since federal law trumps state and local law. But we live in a neoliberal hellworld, so anything that's actually good is never gonna happen.
