it's really the same logic that leads to ever increasing police funding and power regardless of actual results crime is up/terrorism keeps happening? terrifying! only more and better armed cops can solve this! crime is down/terrorism is "prevented"? look at how effective the police are! we have to reinforce these trends by giving them more money and guns!

The new new new new new story is that yes, the 911 operator did pass along the childrens' frantic messages but gosh radio reception was just so bad inside the school! They'd love to prove it but those 20 minutes of tape just disappeared so there's no way to prove it.
