a major bus lane and cycleway upgrade has been halted until september by a court injunction in my city, which was initiated by 5 'local businesses' 4 of these local businesses are car dealerships two of the businesses habitually block a bus lane with car carrier trailers while unloading cars and have never received any kind of penalty for it lmao

Are there any games dedicated to road design and traffic flow etc? Preferably ones that aren't terminally car brained? I want to build my transit pedestrian utopia, and cities skylines isn't the right fit

Transport Fever 2 isn't perfect but you can fill every street with trams if you want. Workers & Resources might be an interesting choice. The main focus of the game is setting up industrial chains, but you mostly use transit to get your workers to the factories, you can set up cool little neighborhoods with only pedestrian walkways and transit stops. Private cars are an option but they are not forced upon you. The most interesting thing about the game is that you can press a button and magically build poo poo, or you can choose to produce/import all of the raw materials and use your construction office to build everything after your starter city. Subways and trams are on the way but not in the game yet. Both of those options will require you to get pretty deep into building rail networks and your streets will be forever full of trucks moving goods where rail can't, so you kinda have to be into that.

Workers & Resources is the ultimate pedestrian pathway management simulator. You have to lay out all the paths one at a time and then you have to build the factory to make the asphalt and the gravel needed to lay the path and then buy trucks for them to actually accomplish this. It's great. Nobody gets a car unless you decide to buy or build cars for them.

The flaw with city builder games isnt really that they are so car centric, it's that they never make you do stuff like dedicate half the surface space of your city to parking. I think Workers and Resources has you spend like 2 decades with only heavy industry and public transportation getting vehicles and then when you can press the "everybody gets a car" button everything just goes to hell lol
