Anyway I found a picture that shows one with smaller back hoofs than front hoofs. And a separate one with little shoes on showing a blind man how to get somewhere. I won't post the pictures because it's more about the journey. In summary, I think he might be a pony-derived, hard working stock of a miniature horse breed, perhaps a guide-horse- (or pony-) in-training. This is just my expert opinion here but it may be getting used to wearing shoes specifically to stop damage to both the environment and itself.

I'm only just remembering that horses have like the little nubbins when they're born. It looks like the back (it's) right leg is starting to grow a hoof. I guess I just assumed it'd be an all four at the same time, thing The front does kinda look like shoes, but we may never know.

They wouldn't be able to walk without hooves. The small horse appears to have appropriately sized back hooves and some kind of covering over the front hooves that makes them look unnaturally huge
