yeah its very rare now that they use it to elevate anyone. there was a span of time from about 08 to 10 where jericho and mysterio were putting out banger matches over the IC title, then Cody won it and brought back the white belt. of course they proceeded to do absolutely nothing with him

Jericho and Mysterio weren't made by winning the title, tho. Orton might have been the last one where winning it meant WWE had plans for them. It kinda went from Belt that means you're going place ----> Belt for upper midcarders not doing anything -----> We've forgotten to book the belt on ppv for the last 15 months.
