You could confuse the hell out of the cops as a supervillain by doing the occasional crime costume-free. Or even just by switching up the colors every now and again. "No, it couldn't have been him, he wears a RED snake-themed costume. This must be one of the other snake guys."

Doesn't wearing a costume at all protect you from the cops? If you're wearing a costume then you're a Batman/Spider-man/Whoever-It-Is problem, no reason for them to get involved.

This reminds me of a comic where the villains were discussing where to do crimes. You don't want to get into Daredevil's territory because he'll break your bones but if you do crime in Spider-Man's territory he'll just web you up and leave you.
