If he just got first aid for his hand at the site, would that even need to be reported to OSHA? I don’t know how the Canadian version works, but I thought in the US it only became reportable if it went beyond first aid at the site.

Hanging too long in the wrong position can kill you. I believe the gruesome google term is something like suspension injury. It's a more gradual stop than not having the gear, but it's not just ok to go back to work after. Most workplace safety regulation is province by province up here. There's federally regulated exceptions, but

In Ontario any workplace injuries or deaths can be bumped to criminal charges for everyone up the chain from the person who was injured depending on how bad it was. Normally a couple years ago for something like this you'd expect the site to have inspectors all over it because this should not have happened but we also have a premier who gutted all that and now there's not enough site inspectors to really do anything at all. Also that's not a guy in a harness who needs fall restraint rescue it's a rigger who got his hand caught and pulled off a roof. Who should have been tied to something. Edit: also the ministry of labour didn't receive a report about it so there's going to be deep poo poo

True but it's probably the ministry's opinion that losing the skin off your hand or even your whole hand is preferable to getting dropped by a crane off a skyscraper.

Toronto is already the reason Ontario has laws that if someone dies on a site employers can be personally fined or charged for murder if the ministry of labour wants to. Hopefully that site gets properly investigated again but it's also Toronto and the developers basically own the guy running the province so nothing will happen or get better.
