I've got similar poo poo going on at work. We're new to properly responding to server downtime and are implementing response procedures and part of it is doing exactly that - roping whoever is available in and assigning them a role. And oh my God they're all so shy about doing it. 'what if we ask and they say no?? What if x person is offline who should we ask instead?!?!' What is this asking business? Downtime is everyone's problem. You TELL them. It's their job too I have had to spell out in fine detail for these people so many things that ought to be common sense, such as, 'communicate with your coworkers', and they're like, 'b-b-but how do we know what to say!!' and it's pathetic
