It turns out that not having to pay for fuel is a major advantage! I'm not sure how much brown coal will be built. Sure the CO2 limits got wrecked but those plants put out hellacious amounts of heavy metals and weren't exactly a great bet just from the cost to comply with extremely well established clean air act limits. And that was before there was massive amounts of solar/wind capacity coming online, and one of the quirks of solar/wind is that it can occasionally push base load electricity prices negative.
