It's impcat, or impcat plus photoshop. E: impcat being a program for testing colour schemes. That's the exact pose of one of the primaris svgs available and the bolt gun is coloured by the exact same zones on that svg.

I really wish the signature also said something about it being impcat. Every time one of these gets posted anywhere, people are impressed by the paint job until someone else chimes in and clarifies that it isn't painted at all. This particular person has done mock ups of a bunch of beverages and this is one. I've seen someone else use it as inspiration for a knight and they did freehand of the branches on its shoulder. If I can find it again, I'll post it here.
