I wonder what percentage of the issue is immigration related and what percentage of the issue is the US's decaying infrastructure. Like if the 5G guy had been born an american, would the US be at the forefront of 5G technology, or would that guy have ended up writing A/B tests for a startup somewhere because he still couldn't get a position somewhere doing his research?

Yes. It's literally what caused the German hyperinflation of the early 1920s (the only time Germany experienced hyperinflation) and was a deliberate policy by the Weimar government because they needed to pay the war reparations in Marks.
