60V on a floating earth pin sounds like leakage current from a Y-capacitor in an EMI filter (at least I think that's the only reason they're used). Y capacitors have 3 leads and 2 identical internal capacitors, and are used in noise filters (the capacitors are probably setup in such a way that there is inductance between the two caps and it forms an LC filter or something, I forget). The two capacitor elements (which are connected from live-earth and neutral-earth) form a capacitive voltage divider with the earth as the output node. Since the earth pin in the outlet was disconnected, it presents as a high impedance load (compared to the impedance of the Y capacitor), and so you get the full 120 VAC / 2 at the earth lead / chassis ground. If the monitor used the chassis ground in the shield for one or more of the ports, then it could connect up to the chassis ground of a connected PC. If that PC also had a floating earth, then the chassis would also be energized. If the Y capacitor is functioning properly, the amount of leakage current probably shouldnt be harmful (even if its perceptible), but what the hell do i know! edit: to be clear, a 3 prong NEMA 5-15 plug or outlet only has one live conductor, regardless of whether the ground is disconnected or not. the ground is only there for safety and noise reasons--the neutral conductor will always be at the same(ish) voltage as the ground conductor except in fault conditions, since the neutral is bonded to ground at some point (like the panel or meter, dont know the code lol). If the ground conductor is broken at some point then the neutral is still at the same voltage, nothing changes. What changes is that a ground-connected chassis is now floating, which means that if something shorts to a chassis then you can have an appliance or device with mains voltage on the chassis. Moorings can be pricey in certain locations, but you can get a pretty cosy modernised boat for ~£40k. With 5G mobile internet dongles, it’s a pretty viable option. I have several pals who did it, although I have wondered how they handle moving their car or van at the same time as the boat. Don’t expect to get anywhere fast, though. It’s a multi-day trip to go most places - and you need a helper because you do the locks and stuff yourself, usually.

Well the discussion was that the outlet did not have the ground wire connected. Therefore the ground wire in a cord becomes floating. And if any energy is induced into this floating ground wire by ground leakage in equipment, the fact that wires next to each other capacitively couple, EMI/Y caps, etc. you'll see voltage on the ground. Thus you may see voltage between the equipment case and the actual, IRL, ground.
