Taking sentencing away from Roger Goodell was one of the major goals of the NFL PA for the last collective bargaining agreement and they weren't able to negotiate anything other than having a theoretically neutral first step that the NFL can override at will. Being football judge dread is incredibly important to Roger Goodell.

If we were to follow past precedent, Watson should be getting 6 games per incident/120+ games.
