That’s meant to be Goofy? I figured it was a take on the classic Tex Avery wolf who pulls a bunch of wacky cartoon faces whenever there’s a sexy lady cartoon around.

Looking at his instagram (don’t) he’s done an absolute shitload of different tattoos and art prints using the same motif, so I think the only reason anyone’s seeing it as Goofy is because there was a Mickey tattoo posted at the same time.
