Interesting development:

U.S. ambassador to Russia leaves Moscow, will retire

quote:

The U.S. ambassador to Russia, John Sullivan, has left his post and will retire, the U.S. Embassy in Moscow announced on Sunday.

Why it matters: The news came as an abrupt surprise as Sullivan, who has served in the role since 2019, had given no prior public indication of planning to depart from his position.

This could mean a bunch of different things, or nothing. It's just weird that it's so abrupt. We'll have to keep a lookout for further information on it.

It's more surprising that Biden has let Sullivan, a Trump appointee, stay for so long.

Ambassadors, particularly political appointees to major countries, tend to be show ponies who primarily exist to appear in media, throw parties at their official residence, and be summoned when their country does something the host government doesn't like. The actual day-to-day running of the diplomatic mission and the nitty-gritty of bilateral relations is handled by the chargé d'affaires, who is typically an extremely experienced career diplomat.

I remember early on in the war someone posted about how Ukrainian pilots are going to be in huge demand after the war as trainers and that just gets more true every day.

What's your guys' read on this? Personally I'm inclined to think that Ukraine's attacks in the Crimea may have played a part too, signaling that they won't defer to any arbitrary red lines imposed on occupied territory because they're now quote unquote "Russian". That way they sort of preemptively dashed any hopes Russia might have of freezing the conflict by annexing these territories and changing their legal status, no?

To be fair, I totally expected Russia to push through and hold that referendum even if Ukrainian soldiers are already marching into the city.

Or to hold the referendum in "exile" if the city falls too fast

It could be that back in around June or so when there was still some reason for the Kremlin to think they could just fake up a referendum, declare some land to now be part of Russia and freeze things there, that they gave some direction to the bureaucrats to work on it. And as time went on and as that plan had to have looked utterly ridiculous even to Putin's circle, the bureaucrats dutifully continued to work, until they were only now told to pause.

My read is that the counter-offensive is at the very least going good enough to make it too strenuous to sell the referendum to Russian citizens.

Yeah, if it's obvious that no amount of brinkmanship will deter the Ukrainians from reclaiming their own territory I'm struggling to see the potential upside to Russia. Plus turning Kherson into a "Russian" city even as the Ukrainians are advancing would be counterproductive as hell when your one through line has been to keep this a "special military operation" so as to limit your exposure domestically.

My theory for why Russia is so bent on holding the ref is that it you don't then have to pay overseas extra to your contract soldiers and even conscripts can be sent there. Even a dictator is not above bureaucracy and red tape! :ussr:

Bloomberg viewed a copy of the report, drafted for a closed-door meeting of top officials on Aug. 30. People familiar with the deliberations confirmed its authenticity.
