I imagine early adoption of food safety laws and also western cuisine / ingredients in general played a part in stifling or hindering the industry. That being said, there is definitely a bustling street food industry it just doesn’t perhaps always take the literal look you expect vis-a-vis Asian vendors.

Relative cost of labor is also a big part. If labor is cheap, it's easier to make running a food cart match what you could earn with a different job. And cheap labor makes the price difference between buying cooked food and ingredients smaller, so there's a bigger market of people routinely eating out.
