There was a big stink in Portland raised by restaurants that food carts didn't have to adhere to the same rules since they didn't have a physical spot for folks to dine at (like requiring ADA access, bathroom regulations, and different sanitation rules). All over the downtown business district, and even prowling the more open retail/commercial districts. Is that uncommon in the US?

America is big, it's almost the same size as Europe and it wouldn't surprise me that something that is big in one place is not so in other places. Even though the US is more homogeneous than Europe it's different states still have different cultures going on, Ohio is not the same as Nevada for example. So I absolutely believe that street food is a thing in the US even though I've never been... If I remember correctly, shrews have very poor vision, so the children grab onto their mom's tail, moving in a tail-grabby conga line. So the critter in front here might have accidentally grabbed onto the wrong tail and led to an adorable ouroboros. I could be wrong, though.
