My understanding is that's not how the pigs work. They are pushed forward by the gas normally flowing in the pipes. Since the pipes weren't operational and there was no gas flow the pig wouldn't have gone anywhere.

NG is only liquid at certain pressures and temperatures. Once it becomes unbound by the flawed laws of steel pipes, it becomes gaseous.

It was filled with gas and pressurized, but capped. No active flow; but gas present (to prevent pressure issues with the sea from what I understand, but I'm not able to confirm that)

The pipeline has to be pressurized with something even if its shutdown. So its filled with 1.1m3 per meter of pipeline thats in that segment. Thats a massive volume that will be filling with water and bubbling for a while. Like 230 million liters of whatever the purge gas was.

Fair enough, my thought process here was this is in the margin of error for people pushing safety rules (not outlandish for people blowing up an international pipeline).

In reality I can't imagine you wouldn't use someone who isn't trained for technical diving, was mostly emphasizing the point that this isn't landing people on the moon.

If youre going to blow the line anyway, its not inconceivable they pressurized the line with water. Close off anything upstream of the pig launcher, and just pump water into that s.o.b. or maybe they used pipeline inspection robbits to drag the payload there. Theres a lot of ways to skin this particular cat.
