Bard become a member of the American Communist Party in 1931. Part of the first group who sailed on the Normandie on December 26, 1936, Bard was made Lincoln Battalion Commissar. Bard had asthma, however, and health problems plagued him before he could see any action. He would be returned to the US on March 19, 1937, and perform coordination duties for the VALB [Veterans of the Abraham Lincoln Brigade] in New York City."
