He's no Obama or early Reagan, but certainly better than Bush Jr and Trump and he's not as bland as Bush Sr, and on average US presidents tend to be better public speakers than most European prime ministers or presidents, barring exceptions like Macron, who is really well-spoken (if you understand French, his English is pretty basic).
