I think the problem you run into with why there isn't a steel toe insert market is that if you buy shoes or boots that fit you're not going to have room to insert a steel toe.

Cannibalizing a steel toe to cram in is going to be uncomfortable at best and safety defeating at worst, the upper structure is doing some dynamic heavy lifting to keep the toe from can crushing your foot instead.

Not really. It can be a common sore point for safety functions because safety shoe company almost always sell the same thing without steel toes so if your reimbursement structure isn't really guaranteeing what they buy (especially common by the time the relationship is contracting instead of FTE) people will pocket the steel toe money and show up in the mimics.

Now you have a pair of boots for work, and one for hiking!

I hiked in steel-toes once and it got cold and I learned an important lesson about not hiking in boots with a giant ice cube around my toes, also knocking a bit of weight off!

I'm in this situation because my steel toe boots and this pair without them I got from eBay are otherwise 100% visually identical.

The image in the article raises a question: why not have a small single motor watercraft stored or ready to go in case someone goes overboard? They can't be that expensive and there are probably other situations in which you might want to navigate short distances near the ship.
