That does happen most places the UN go, especially when they control the aid to a displaced or impoverished local population. But yes they have been sex scandals in Haiti and another reason they are hated locally. The cholera outbreak too besides being caused by the UN, the UN actually battled to cover it up and tried blame it on the Earthquake, when it was brought in by UN aid workers supposed to help rebuild.

Haiti has had quite a few 'de-facto PMs' over the last few years. All of whom were tacitly supported by the US as they engaged with third parties to suppress dissent. They hire local gangs or they bring in the UN. Same result either way, protestors get shot in the streets. Maybe if things get tense enough more Miami based mercenaries will go in and assassinate the leader to be replaced with the next US stooge.
