the time smokey yunick figured out fuel in the fuel line didnt count against total fuel volume in the car. the rule was very specific about gas tanks but not fuel lines. so ol’ smokey coiled up a hundred feet of fuel line under his seat and got a couple gallons of fuel on board.

I would guess it only works on the last lap at the short tracks. Normal ovals they don't slow down enough to make it worth it and superspeedways with restrictor plates I'm not even sure they do more than let off the throttle a little, if that

Yep! Theyre called "tracer lathes" or "tracer mills". They'd often have a pneumatic or hydraulic arm that'd follow the curvature of a blank. I'll find some good videos.
