Arkansas' legal rec. weed measure was kinda poo poo didn't include expunging of records or releasing offenders and seemed very targeted at making specific people rich. Part of the measure included a line about allowing an individual to hold financial interests in 18 dispensaries. It also prevented dispensaries from bringing in seeds from out of state and some other weird poo poo.
