Odds are he just flat-out disables Twitter in Europe. There are random American news websites to this day that just geoblock European users instead of dealing with GDPR.

Twitter's architecture is such that if something happens and it gets knocked offline, there's a very real chance they're not going to be able to turn it back on without significant downtime. Days, at least.
It nearly happened earlier this year and it was a miracle the engineers Elon has since fired were able to keep the whole thing running with their emergency fixes. I think it came to light during discovery in the suit to force Elon to pay up, but I can't seem to come up with the right keywords to find the article or posts.
