Its weird that the seeing a huuge gathering of soccer fans, kinda drives home how poo poo the situation is. It's banned but plenty of Chinese people have VPNs. The government generally doesn't consider it to be worth their time to enforce the laws about those. If you're distributing VPN access that's one thing, just using one to go post on Instagram or whatever normally won't get you in trouble.

I get the impression that the government doesn't really care about VPNs that cost like ~$100/year or so, because only a tiny percentage of the population could/would even bother with that, and then mainly for gaming, and beyond that, those people were probably already hopelessly corrupted by insidious foreign influence. However, VPN use taking off en masse would probably get a serious response.
