the Spartans were so scared of their slaves and non-citizen subjects that they made it basically impossible for anyone new to become a Spartan citizen, so deeply conservative that their government was deliberately structured to make it almost impossible to pass legislation, so lazy that they considered even having hobbies to be a bit gauche, and spent most of their history as an irrelevant joke of a nation even their supposedly-great army ended up basically ceasing to exist long before the city itself actually did, because their low reproductive rate and absolute refusal to let anyone new become a citizen meant their population trended down so sharply that they effectively couldn't field troops anymore after Rome absorbed the city it became a tourist attraction for wealthy Romans to come gawk at these loving weirdos

I don't think they were chattel slaves, which is a subset of slaves defined by their being able to be bought and sold, like most other chattels. It's a pretty widely used distinction.
