Standard tiebreaker rules to advance out of group only across all of the groups? The magic number here seems to be 16 allowing for the tourney to proceed as normal without allowing byes or having a team play more games then the opponent. Maybe a second group stage with 4 3 team groups too 2 advance to the new knockout phase?
