I could see AFO being against giving Toga his or Shigaraki's blood on the grounds of not trusting her enough with his powers. With Shiggy he has some degree of control over him, Toga is still a bit of a wild card, even if she's useful right now. EDIT: Either that or her copying all their quirks at once would instantly destroy her brain.
