People don't have the instinct to rapidly dismount, place pyrotechnics and break for the treelike to get behind thick trees, so a lot of people unfortunately get clobbered milling about. It makes a bad situation worse and it sucks to see in these videos. The guys in the I94 video knew what the score was, in the 1 minute mark they're screaming at people to get out of their vehicles.
