More or less, the oil sands can’t get to market very easily, it’s a very sour crude (so it’s not great for making eg gasoline) and production can’t ramp up instantly.

It’s commonly shipped out as Dilbit, diluted bitumen - basically liquid asphalt mixed with naphta to keep it liquid enough to flow.
