Looked it up: The proposed bill would come out for the equivalent of 1000$ a year for the first dog and more for any other dogs, which is not an insubstantial sum.
also worth pointing out that the voter base of the proposing party own far less dogs if any than the rest of the public.
but I'm not seeing this proposal passing, it is clearly a political chit to add to the pile before negotiating.

I think it was a private one at the time, this was early 2000's. I looked it up now, and it's the Toronto Humane Society at the corner of Queen and River. The advertising stand they had out front is gone too.

Well, looks like a better situation for the animals then. Dang, and it was a scuzzy area of town as well at the time. Gentrified to all hell now on street-view.
