Isn't the speaker who decides what the house actually votes on? The breakaway caucus besides hating him made a bunch of amusing demands that basically would allow them to hold up everything for whatever dumb poo poo they want, like forcing votes they really, really don't want to have to vote on and make it as Skwirl said, easier to replace the speaker at their whim.
