I used to be a union council rep so I sometimes had to sit in on disciplinary stuff and when I first started I sat in on one just to get a feel for it. it was some old fucker who was downloading porno on his work computer and they brought in some 25 year old smoke show to facilitate the meeting. the guy wouldn't stop talking. we had to like stomp on his foot to signal that all he has to say is yes or no to her questions. you don't need to give her more information. months later it dawned on me that the guy might have had some kind of humiliation fetish and the company set him up for the climax of a lifetime.

Like, turn off the breaker for the lights in this classroom and the heat turns off in a set of classrooms 5 rooms down kind of scenario. poo poo like bad old wiring gets grandfathered in so long as they don't make "major upgrades" or some such vague language language in the law so they're dealing with wiring that should have been replaced in the 80s but they can't get the tax dollars to do it so when the lighting company did their thing, they just layered on top of a really broken system in a shoddy way and now they can't turn the lights off without the access control system leaving all the doors unlocked all night.

Simply install another system on top of that one that locks the doors based on what time it is. Put all the controls for that on to an apple mini and toss it in some closet somewhere so no one can find it and mess with it.
