Hence the three big copper conductors with dielectric around them, making this most likely a 3 phase AC cable. There's almost definately optical fibre but it's just a nice to have since you're laying the cable anyway. Cables designed specifically for communication will have the fibre cores in the centre of the cable, surrounded by waterproofing, strength members, a ring of conductors for electricity to power the repeaters if the cable is longer than ~80km, and more steel for armour.
