The translation is actually really garbage to be honest and it misses some of what the guys say and mangles as lot but even so it is still pretty easy to get that he is giving them more of a pep talk then commanding them back into kamikaze squads or whatever people think they are cooking up. He is sure as much as an rear end in a top hat as any dude running a merc outfit but the subject is the video clip.
