It also sounds like part of Wagner's personnel size, which grew over the last year, is that they're receiving a lot of the penal recruits, rather than regular units. Maybe regular units are receiving them as well, but those certainly aren't hitting even pro-Russian news the way Wagner recruiting from prisons is.

Hungary’s Orban says he understands Putin’s arguments, rejects his actions on Ukraine
3 MAR, 06:24

BUDAPEST, March 3. /TASS/. Hungarian Prime Minister Viktor Orban said that he understands Russian President Vladimir Putin’s arguments, but rejects his actions regarding Ukraine. Speaking in an interview for Switzerland’s Die Weltwoche, the Prime Minister also stated that the West must find a way to coexist with Russia peacefully regardless.

Orban disclosed that he discussed international security issues, including the expansion of NATO, during a meeting with Putin in February, 2022. According to the Prime Minister, the Russian leader told him back then that "Hungary’s membership in NATO is not a problem, only Ukraine’s and Georgia’s."

"Putin’s problem is the US missile bases, already created in Romania and Poland, as well as the potential expansion of NATO to Ukraine and Georgia, with subsequent deployment of weapons there. In addition, the Americans cancelled important disarmament treaties. This is why Putin could no longer sleep well at night," Orban believes. "I understand what Putin said, but I reject what he did," he added.

He also opined that Russia views thing differently from the West, because "this is a different civilization." However, "it matters not if the West likes it or not," he said. He underscored that Western power must find a way to coexist peacefully with such a strong power as Russia.

Ex-Russian president names ‘red line’ for direct war with NATO
2 Mar, 2023 20:29

Canadian and German troops teaching Ukrainians how to use Leopard tanks already qualifies as participation in the conflict, but sending fighter jets to Poland would mean “direct entry,” former Russian President Dmitry Medvedev said on Thursday.

Medvedev, who is also deputy chair of the Russian Security Council, warned the US and its allies that they can be treated as parties to the conflict “if, in addition to supplying weapons, they train personnel to operate them,” citing legal precedents from the early 20th century.

Tank training on EU territory already applies, Medvedev noted on Telegram, but if that expands to fighter jets based somewhere in Poland, “that would be direct entry of the Atlanticists into war against Russia, with all the consequences that entails.”

According to Medvedev, only fear of this has so far restrained the “infantile” West from giving airplanes and long-range weapons to Kiev, though he predicted their desire to destroy Russia would prevail before long.

While the US, NATO and the EU talk about the “freedom-loving people of Ukraine,” Thursday’s attack on Russia’s Bryansk Region shows that they are supporting “Nazi bastards, terrorist scum who attack civilians,” Medvedev said.

“These are your proteges, Mr. Sunak, Macron, Scholz and Biden!” he wrote, addressing the leaders of the UK, France, Germany, and US. “And our attitude towards you is now the same as towards them. Your countries are now participants in the terrorist acts of the Ukrainian regime, and you are direct accomplices of terrorists.”

Though the West considered him a “liberal” during his 2008-2012 presidency, Medvedev has been blunt and outspoken about the military operation in Ukraine since it was launched in February 2022. Just last month, he warned the US that its talk about “strategic defeat” means Russia now sees the conflict as existential.

A group of Ukrainian soldiers crossed the border into Russia on Thursday morning, attacking two villages and shooting up a car with civilians inside. Russian President Vladimir Putin condemned the “terrorist attack” and vowed to punish the perpetrators.

Warsaw cuts aid for Ukrainians
2 Mar, 2023 18:24

Warsaw has changed its policy on Ukrainians fleeing the conflict between Moscow and Kiev who are staying in Poland. Under a regulation that came into force on Wednesday, they will now have to cover some of the costs of their own accommodation if they stay in state-run shelters for more than four months.

Ukrainians living in group accommodation facilities must pay for half of the expenditures from March, according to amendments made to the Ukrainian Citizens Assistance Act signed by President Andrzej Duda in late January. That amounts to up to 40 zlotys ($9) per person per day, the document published by the Polish parliament says.

Those who stay in the state-run facilities for more than 180 days will have to cover 75% of the costs starting from May 1, meaning the sum they pay will be around 60 zlotys ($13.6) per person per day, the legislation says.

Minors under 18, people with disabilities, people of retirement age, pregnant women, and those raising a child up to the age of one or taking care of three or more minors, will be exempted from the new rules.

The move was taken to “balance expenses” and encourage Ukrainian refugees to become more “independent,” Deputy Interior Minister Pawel Szefernaker told Polish media. “It is not the role of the state to rent apartments,” he told Poland’s RMF24 radio, adding that “we are coordinating activities aimed at ensuring that those [Ukrainians] who have not become independent in Poland become independent as soon as possible.”

Some refugee aid programs in Poland are to be taken over by the International Committee of the Red Cross (ICRC) and the UN Refugee Agency (UNHCR), Szefernaker said. According to the deputy minister, Warsaw spent 6 billion zlotys ($1.36 billion) on helping Ukrainian refugees in the first six months of 2022.

Brussels only provided Poland with an additional 900 million zlotys ($203.55 million) of aid in 2022, he said, calling it a “drop in the ocean” of what is needed.

“We keep pointing out that a fund is needed [to support] countries like Poland, Germany, the Czech Republic, Austria and Romania, which have accepted the largest number of [Ukrainian] refugees. These are the only funds we have received from the European Union,” Szefernaker told RMF24.

According to Poland’s PAP news agency, half a million people have stayed in Poland’s state-run accommodation centers since the start of the military operation in Ukraine. Some 80,000 are still living there now, the agency added.

Despite the war and the introduction of unprecedented sanctions with the freezing of accounts, yachts and palaces, this did not affect the richest Russians in any way. • Lukoil owner Vagyt #Alekperov became richer by $2.43 billion. Probably, part of this income refers to the supply of petroleum products to Romania and Bulgaria, and from there to Ukraine for the Armed Forces;

As for Russia's richest billionaire, owner of NorNickel, Vladimir Potanin, who is 44th in the ranking, lost $94.2 million. Probably due to Bloomberg's biased assessment of Potanin's new assets, among which Tinkoff and Rosbank stand out. 🫢

quote:

Potanin is the president of Norilsk Nickel, the world's largest producer of high-grade nickel. He owns about one-third of the Dudinka, Russia-based company, which had revenue of $17.9 billion in 2021. Potanin's other investments include stakes in Tinkoff Bank and Rosbank.

It is surprising, because all last year, metallurgists and oil companies were actively crying about the sanctions, falling prices and continuous losses, demanding for support from the state - and in the end, they have come out with a nice big surplus. Well, it is not surprising that big business, despite the good profits, was lukewarm to Putin's call to voluntarily increase contributions to the budget, which was in deficit due to the sanctions. Participation of big business in helping the army at war or civilians affected by the hostilities is out of the question. All this rests on the shoulders of ordinary citizens.

Supposedly, oil/gas/mining has been taxed heavier more recently but they are obviously still getting a good deal from the Kremlin. The Russian tax structure is pretty garbage and a lot of the issue the Russians have had with their military stem from the state undertaxing and then the budget can’t support needed modernization.
