The ICC can only really do anything if putin is arrested. This isnt going to happen so any ruling is basically worthless except as justification for future sanctions.

It depends on what his collection actually consisted of, but before the war Soviet surplus armored vehicles were surprisingly cheap. Good/decent condition vehicles could be found for a few thousand dollars, which probably makes it more affordable overall than classic cars.
